  Topic:

  Traffic and housing problems in major cities could be solved by moving large companies and factories and their employees to the countryside. To what extent do your agree or disagree with this statement?

  Give reasons for your answer and include any relevant examples from your own knowledge or experience.

  Essay:

  With transport and accommodation problems becoming increasingly serious in over-crowded cities, some governments are encouraging factories and companies and their employees to move to rural areas, as a solution. It is said that the more industries and their employees are willing to move out of big cities, the more likely this solution could be done to solve the problems. If this policy of demographic shifting is on the official agenda, what may be the advantages and disadvantages?

  On the positive side, the solution presented by the authorities concerned can be beneficial. It is because relocating industries (along with their workers) to rural areas will reduce traffic congestions and relieve housing shortages in urban areas, almost at the same time. After understanding that these two problems are a result of over-population in the process of urbanization, the solution (if feasible) could “kill two birds with one stone,” so to speak. In other words, with the decrease in the number of people, there will not be continued scarcity of houses. Nor will there be continued traffic congestions in cities. Hopefully, through this way of counter-urbanization, not only traffic and housing problems could be solved, but also opportunities could be given to the countryside to improve the rural economic outlook.

  On the negative side, the solution may be easier said than done simply because cities cannot ‘push’ enough whereas villages cannot ‘pull’ enough. If nothing else, governments and companies would have to spend a good amount of money even before starting the business operations. This is what most companies in urban areas would not come to terms with, meaning that the ‘push’ factors are not strong, on the one hand. And on the other hand, the ‘pull’ factors are not strong due to lack of adequate infrastructure in the rural areas. For that matter, it is important for rural areas to offer enticing incentives aimed at attracting new residents. These incentives can range from cash grants to free lots of land because, without such incentives, industries would not be lured from cities to the countryside.

  To sum up, moving industries from over-crowded cities to the countryside would be a change mixed with pros and cons. It must be remembered that there is no such thing as problem-free solution, to be sure. But without a solution whatever, traffic and housing problems could turn out to be even worse.
