Written in 1909, five years before the outbreak of WW I by an Englishman. He is concerned that Britain is less nationalistic than he believes that it should be at that time.
He is concerned about Britain and Germany blundering into a war, not starting one consciously. He has some thoughts on increasing the trust between Britain and Germany, and reducing the bad feelings. He believes that there is nothing that Germany has the Britain has and so Britain would not start a war. He is concerned about the decline in trust between countries, and Germany wanting to get more colonies around the world, and apparently viewing Britain as standing in Germany's way.
He views England's Navy as its most important armed force, as it had been for centuries. Germany's naval build up has caused a building race in Europe in particular, as they go to build the new all big gun battleships modeled after the HMS Dreadnought. Incidentally he does not believe that the all big gun ships, were the medium caliber guns have been eliminated will necessarily turn out to be a good idea, as the medium size guns might provide more hits that the all big guns.
He believes that since Germany has drastically expanded her army, Britain should as well. This would be a large change for Britain, and did not occur until after WW I was ongoing for a year or so.
Interesting to see how an Englishman viewed his world five years before the start of WW I.
