浏览器总是下载sakai resource工具中的HTML文件

当我们想在其他地方引用resource工具中的资源时（通常是一个html文件），可能会遇到浏览器直接下载该资源，而不是在浏览器中直接显示。
这种情况可以通过修改sakai配置文件来解决
