请教一下基站定位获得的数据怎么处理？

获取到的数据为：
uint32 dwBaseLatitude;
uint32 dwBaseLongitude;
API中说明是：
For dwBaseLatitude and dwBaseLongitude, a floating point division with 14400 transforms them into degress.
翻译成：
dwBaseLatitude： 基站纬度（以 0.25 秒为单位），
用带符号的二进制补码数表示（正数表示北纬）
dwBaseLongitude： 基站经度（以 0.25 秒为单位），
用带符号的二进制补码数表示（正数表示东经）
备注：
对 dwBaseLatitude 和 dwBaseLongitude，用 14400 进行浮点除法运算可将它们的单位转换成度。
请问一下，这两个值如何换算成普通浮点数？感谢啊
