Essay Question: Government Control on Fresh Water

Now that many areas of the world are already experiencing stress on fresh water availability, it is important for us to use this limited resource in a prudent manner. Because the problem varies from country to country, and from community to community, probably making the best use of fresh water on a local basis provides the best solution. There is little doubt "why" sweet water needs to be protected and preserved for future generations, but the question is "how".
There are many causes of the decreases in our fresh water supply, which leads us to think that perhaps governments should tightly control the use of fresh water. Principal among these factors is the growth in population through increasing life expectancy, the rise in personal water use, and the desire of many people to live in warm climates that have naturally low levels of fresh water resources. Unfortunately, many fresh water sources are being polluted and wasted almost everywhere. To make things worse, climate change is likely to affect the availability of fresh water across the planet. Also, it is worth mentioning that there is an uneven distribution of fresh water, referring to some countries like Canada that have an abundant supply of fresh water while most others do not have so much. Accordingly, some less fortunate countries have more compelling reasons to limit water use than do other countries.
But how the government should control fresh water for appropriate use? Given that some people think that they have right to use as much water as they want, this is usually not the case in today's world. We assume that, particularly in areas where water shortage can be a threat, it is critical that people should be made aware of the needs to allow governments to step in to plan reforms that are linked to a country's overall resource management. Such reforms are required to create more transparent, better targeted, and better informed decisions on fresh water. Thus, having the map of planning as community in mind, the water management authorities should support regional decisions on setting fresh water objectives in plans. If we agree that environmental protection is mainly the business of the government, then, fresh water conservation is part of the government's business.
In conclusion, water being a limited resource in many parts of the world, it is necessary for governments to work out plans to solve the problem. Of course, the solution depends on the actual fresh water situation that varies from place to place. After all, it can be argued that freedom to use fresh water should be limited in step with each area's fresh water availability.
