Essay Topic: Re-introduction of Criminals

IELTS Essay Prompt:
Most criminals are set free once they finish their jail terms. Is the re-introduction of criminals in society justified? Give reasons for your answer and include any relevant examples from your knowledge or experience to support your opinion.

Setting dangerous criminals free is not unlike putting the society to throw dice with security. Chances are habitual evil-doers, once set free from jail, are likely to continue presenting a constant threat to the security of communities. Unless some critical rules of the game are changed in reverse, the re-introduction system cannot be justified.
For want of another word, "revolving" is an adjective I would like to use to describe a prison door. The door keeps turning around to let criminals in and out. More often than not, criminals are set free, caught again, free again, back to jail again, soon out again, only to be caught again, and then free again. Most criminals are said to have become immune to correction measures as punishments for their crimes. With criminals now being in jail, now roaming in society, such vicious cycle makes neither economic sense nor social sense; and, as a result, the society turns out to be a sure loser. Based on this view, it is hard to justify the re-introduction of dangerous criminals in society.
True enough, keeping criminals longer behind the bars means higher costs for the government. It is a known fact that managing the prison systems is very expensive, let alone building more prisons. In turn, this is obviously an economic loss for the society as a burden on taxpayers. On the contrary, letting criminals out too soon also means that the society is sure to pay even a higher price: a sense of insecurity. On balance, if money is not the issue, dangerous criminals had better be kept where they belong for a much longer period of time. That is that, safety first, after all.
These days, it is time to review the re-introduction system while the prison door is "revolving." As crimes and punishments are out of steps, there leaves much for doubt about the game being played in favor of criminals, and not of the society. Admitting that all men are created equal, actually only a few criminals are worthy of a second chance to face an honest living in society.
