People are afraid to leave their homes for fear of crimes. Some people believe that more action should be taken to prevent crimes while others think that little could be done. Discuss both sides. Give reasons for your answer and include any relevant examples from your knowledge or experience.

Sometimes we cannot but think that crime pays, or there would be no crime. Without a punitive criminal system that imposes harsh sentences, it seems that society prepares the crime and the criminal commits it. Thus, the bottom line is that we should be 'hard' rather than 'soft' on crime.
Literally, nothing could be done to curb crime rates unless we make sense of punitive sentencing with zero tolerance for severe offences. This is one of our principal supporting arguments for being tough on crime policies. It may be assumed that offences are prevented while offenders are incarcerated, as these criminals have little or no opportunity to recidivate. To put it strongly, with all the knowledge of psychology, much of our present justice system based on mercy does almost everything wrong. As often is the case, too much mercy is likely to result in further crimes which might be fatal to innocent victims who need not to be victims if justice could be put first and mercy second. In other words, petty laws breed great crimes.
However, getting tough on crime is costly. An increasing reliance on prisons as the primary weapon in fighting crime is inevitably associated with the financial costs of incarceration. Under such circumstance, it is easy to imagine that prisons become over-crowded, conditions deteriorate, and services become under-provided. That is to say, emphasizing retribution above all else, we are spending a fortune just feeling less afraid to leave our homes for fear of crimes. Accordingly, the more the prison populations grow, the more correctional measures would strain government budgets. For this reason, it is understandable that some people doubt the wisdom of resorting to punitive policy as the only way to prevent crime.
On the whole, the issue about whether to get 'hard' or 'soft' on crime is a complex one worthy of debate. Meanwhile, crime and the fear of crime have permeated the fabric of our daily lives. After all, in view of rising crime rates and an increasing dissatisfaction with criminal sentencing, what else could we do other than being tough on crime?
